Copilot is paid for but nobody uses it. What do you do?
Your company pays for Microsoft Copilot but usage is low. Why the license rollout stalled and the 30-day sequence that turns paid licenses into changed work.
Stop buying and start rebuilding tasks. When Copilot licenses are paid for and usage is low, the missing ingredient is almost never another feature announcement or a reminder email. People do not use Copilot because nobody has shown them what their own Monday tasks look like with it, what data rules apply, and how to check the output. The fix is a short, team-level sequence: pick real tasks, rebuild them with Copilot in a working session, set the rules, and measure after 30 days.
Why the rollout stalled
Low Copilot usage after a paid rollout has four standard causes:
- The launch was an announcement, not a practice. A license email and a features video do not change how a report gets written.
- Demos used generic examples. People saw Copilot summarize a fictional document and concluded, correctly, that nobody showed them their own work.
- No rules were issued. Without clarity on what data may enter Copilot and how output is checked, cautious employees choose the safe option: not using it.
- Managers cannot see it. Nothing in the team's routine asks for or displays AI-assisted work, so early adopters stay silent and the practice never spreads.
None of these are tool problems, which is why buying more tooling does not fix them.
The 30-day recovery sequence
Week one: pick one team with visible repetitive work. List its recurring tasks and choose five where Copilot plausibly helps: the weekly report, meeting follow-ups, first drafts of client emails, summarizing long threads, preparing briefs.
Week two: run a working session on those five tasks with the team's real examples. Each task gets a documented before and after, a prompt pattern, a data rule and a verification step. This is training in the narrow, useful sense: practice on own work.
Weeks three and four: the team uses the new patterns; the team lead reviews outputs weekly and collects friction. At day 30, check the five tasks: which changed, how much time moved, what quality issues appeared.
The result is a documented, observed delta on real work. That is also the argument that unlocks the next team's budget.
What to measure

Should we cancel the unused licenses?
Not before running one honest team-level cycle. Licenses are usually a sunk annual cost, and one 30-day sequence tells you whether the problem was the tool or the rollout. Cancel from evidence, not frustration.
Is this an IT project or an HR project?
Neither alone. IT owns tool data and configuration, HR or L&D owns training records, but the cycle runs at team level with the team lead. Rollouts fail when they are owned exclusively by a central function.
